Upgrading Tank Car Standards

I am wondering if anyone has any information or knowledge of the major rail car manufacturers holding discussions of upgrading tank car standards in response to the recent numerous derailments/explosions of tank cars when transporting Bakken shale crude oil throughout North America due to the delays in the Keystone pipeline?

I am wondering if anyone has any information or knowledge on how to use a period in response to the recent numerous amount of truck wrecks in Virginia due to the delays in widening the Panama Canal.

I don't have any info about tank cars Virginia Panama Canal North America or Keystone but this these two posts sure gave me a good chuckle!

In response to the original question, if you read back through the threads here on each derailment here, the news stories seem ot indicate the governments are at least moving towards new legislation and the railroads are developing new, tougher tankers.

We apparently want to withdraw all tank cars from crude oil and ethanol service built prior to January 2014 unless they are upgraded to new standards.
