Micron Art sells N Scale etched brass baggage carts -- 4 per package. Check out their website or your favorite hobby supplier.

You could probably scratch bash them pretty easily with some styrene strip.  Use old, badly detailed brake wheels from early N scale rolling stock for wheels.
