Weathering Question

When you weather rolling stock or locos with pastels or powder, do you spray the item with dullcote first?  I'm using Bragdon Enterprises weathering powder and find it challenging to have it stick to my fleet.  Bragdon suggests not applying to glossy finish, but wondering if I should apply the dullcote to my fleet first.

Just curious how you guys tackle this...

I have found Bragdon needs a dead-flat finish in order to stick so I spray first.

I don't use Bragdon, but I find shooting with dullcote first makes my chalk powders stick much better.

Dull surface makes sense, as it provides more tooth for the powder to stick to.
