Shot this car on a Northbound CSX empty rail train at Fredericksburg, VA yesterday.  Would make an interesting and fairly easy car to model.

It's right next to the locomotives. What could they have repurposed the boxcar for that would only require people to go in and out?

I'm guessing they kept materials they need for laying and pulling old rail.  Welding equipment, etc.

That's exactly what it's for. Many old boxcars foils their way into MOW service and this was a common retrofit where generally only people would have to get in or out. There are several 40' and 50' former CR boxcars on NS with the sme sort of retrofit.

Yep, MOW car. Tool or material storage, or workshop/generator car. You can see a vent cut into the top near the far end as well.
