Identify this car, B&O in NY

Model Railroader/Classic Trains sends me an e-mail every once in a while with a Photo of the day. This one shows a short B&O steam powered local with a unique combination of cars. What I am trying to figure out is, what is the second car in the train. The third car is a Milwaukee Ribside boxcar. I think it is a milk car but just not sure, it could be a flat with an odd covered load.

It looks like a flatcar with some sort of machinery.

I'd go with a sort sort of milk car.  I'll check my books tonight if no one identifies it.
