I have the varying heights for added interest.

Pete,

I was planning to add a foundation to each building, stair stepping them so the left side is flush with the sidewalk and the right side will be elevated on the foundation.

A+ for pnolans suggestion of stair stepping the buildings.  This creates added interest and allow an arrangement so some of the upper windows on the sides are not covered. 
I have not seen it done very often on n-scale layouts, but terracing of a city area also allows for variety.
Put a row of buildings behind, but bases at a higher level.
A visit to Galena, ILL provided a prototype for this approach.
