Can't say Lenny. Not enough to go on, but I almost want to say it's a geep. That would be weird on a passenger train.

No; actually the CPR had a number of GP's with "torpedo tubes" on the roof and a steam generator for just that purpose. They were often seen on secondary trains and even the Canadian and Dominion in the west. I'm modeleing one right now.
