I think a foam brush would get paint all over the ballast, creating more work.
Don't overload the foam brush with paint - make a few brushstrokes on some scrap material, if necessary - and just use the tip of the brush without applying much pressure when painting the ties, almost like dry brushing.

Thanks to some late cautions and a red flag in the Daytona 500, I was able to finish painting the ties during the race.  I spent between 2-1/2 and 3 hours painting ties, but, thankfully, that’s  finished.  I still need to paint the rails and weather it all, which will hide some sins and blend it all together:



I’ll get close-up shots once the rails are painted.  Not much to see yet.
