What scale was that diagram created for? 

That looks like something by Rene Gourley, for a Proto:87 turnout.

See http://www.proto87.com/n-scale-track.html, Andy R. has CNC machined point rails available in every rail code from 40 to 83, that should work in every scale.  The nice thing is, you don't need to file away any portion of the stock rails in order for the points to nest up correctly.

I haven't tried them in N scale, but Andy also has photo-etched frogs for N scale in Code 40 and 55.   So you can build a complete turnout without having to file any rail.   (These are straight frogs, curved frogs you still get to make yourself  ;) )

I'm building six Proto87Stores completely detailed turnouts in the next three days for my N-scale F-Units modules, constructing a UP style center siding (2 #4 Wyes, 3 #8's and a #10 mated up to ME code 55 and code 40 flex) with Andy's triple-planed point rails in code 55.  Although I've built a lot of hand-laid turnouts over the years, this is the first time I've used Andy's super detailing frets, point rail hinges, throw bars, chemically milled frogs and point rails.  I'm looking forward to the experience and I hope the miniscule tie plates will show up in my photos after all the work it's going to take to get them cut down the center and positioned to work on code 55 instead of code 40.  I'm documenting the process, and I'll post photos of the triple-planed points and turnouts when I'm finished.
