Yes it's legit.  But PRR had only one with mechanical A/C and that's the car that MTL is releasing - Joel Chandler Harris.  Only six of the PRR 3-2s had ice A/C.  The other 75% were never upgraded before being converted into coaches.  The ice A/C cars also were converted into coaches.  Only the JCH remained an observation its entire PRR existence.

As a reminder, the PRR 10-1-2 runner pack, unlike the original single release, features three car names that are accurate for the mechanical A/C configuration.

It appears not too many roads had this configuration, let alone painted in their own liveries.  Southern, L&N, and MILW.  So we might see those roads before the foobies.

I was trying to help Joe a few months ago to see if the Caandian roads had anything close to the car (they didn't... atleast not my defination of close) so I think MTL is aware that the "proto" options for the car is limited. That said; I will agree with what Joe and others have said; many modelers (the vast majority IMHO) will tolerate a foobie observation car if it's even 'somewhat" close to their road's own equipment.
