Here might be one reason why #156 was chosen for an anniversary scheme.  As of last summer, it needed some body work, due to a run-in with a truck:

According to a post on the LocoNotes Yahoo Group, Amtrak 822 is now painted up in Phase III scheme as a Heritage Unit and released from the shops. Too bad the 145 got some damage on its way to California by an idiot who ran around the gates in Texas.

According to another forum, Amtrak F40 #406 has been painted in the Phase III paint scheme and will be assisting the 822 on the Amtrak exhibition train that will be traveling the country. Here is a link to a video of the F40:

That F40PH is good to see, especially because I didn't know that Amtrak had any serviceable F40s on the roster.  I hope this is more than a mere cosmetic job and means that Amtrak is going to keep it running for many more years.

Dave, from what I have read, the F40PH is merely a NPCU and has no motor in it.  :'( I guess that is the reason it will be assigned with P40 822 for the exhibit train.

That's exactly what I was afraid of.  Please tell me it wasn't (isn't) one of those cabbage units with the overhead door on the side.

By the way, interesting fact: so far it seems like these units chosen have or will have some bad luck.  Go back through the thread for pictures of "dings and dents" on #s 145 and 156.  Well, #406 has had its run-in with something, too.  Here's its owie:

For the record, an F40 painted in the Phase III scheme looks 100% better than in the Phase IV garb.  Seriously, what have the Amtrak designers been smoking since they phased out the Phase III paint?

The video doesn't show it having a roll up door. I also noticed that it still had it's fan grids and louvers on the side. Not sure if it still
might have an engine? Doesn't look like the other NPCU's I've seen.

In bouncing around the internet, I have reason to believe that #406 is not an NPCU and is still in it's original F40PHR form, as it left EMD.  First, as Jon (central.vermont) pointed out, it still has all of its louvers and fan grids.   All of the "cabbages" that I've seen were striped down and plated over, for example:

Here's a shot of #406 in 2000, where there is no mention of it being an NPCU or cabbage:

Finally, here's the other side of #406, who apparently has been in storage at Beech grove since at least 2005.  It appears unmodified since just a few years before in the previous link (other than the damage to the pilot).  There's no baggage door on the fireman's side of the locomotive either:

...and, finally,, and this one seals the deal for me, according to the following link, F40s converted to NCPUs have the digit 90 placed in front of their road numbers (e.g., #200 became #90200 and #208 became #90208, as seen in the links above).  I have yet to find any evidence of #406 being converted to #90406 or being called a cabbage or NPCU:

In the video it sounded like it was running, or something else with an EMD powerplant was nearby.

There are now two more units repainted, 822 also being painted in the Phase III scheme released a couple days ago and 156 photographed today in the Phase I scheme...
