Cement bins?

I ran across this photo - on Flickr - of a NYC SW1, taken at the Belmont Avenue crossing in Indianapolis IN, on P&E, in September of '67.  Can anyone tell me, with certainty, what the car immediately ahead of the switcher is carrying? My guess is cement; but it could be just about any sort of granular or powder product. The car really caught my eye.

I wonder if they might not be a caustic soda bulktainer; much like I've seen at papermills and some larger corrugated plants...? Just a guess......

A bulk shipment of port-a-potty product is my guess.  I like the use of Silfor in the scenery though.

It seems that the containers sit rather high on a kind of rack.  So either the load is very light or the car will get a very high center of gravity.  Would this cause a problem, or constraints?

I've tried studying the photo blown up on my monitor but because it's out of focus I'm not getting much more info. I can't even make out who owns the car, which would help immensely.

It does seem that each container has a separate support structure around the conical container so that, after being hoisted out and emptied, it can be stowed neatly. This would be a neat car for Bob to do.
