I fly planes made of 3 and 5mm sheets of it. It's pretty rigid.

Is it sandable/rasp-able? I'm thinking of a 5mil type stuff and sand it down to make a lawn for a house then just glue it down.

It is sandable. A rasp may be a bit agressive for it though. It is a little denser than the fan fold foam and I have used in the same situation also.

The blue visible on the sides of the road is blue fanfold foam.



Here is another angle after the grass started growning.



It's been a while but I believe I used multiple layers of fanfold to get the various elevations of the houses in this shot.
