All depends on the span width. Short spans with good support on both ends may not need to be thick becaue teh weight goes back to ground quickly.

That looks like someone's model railroad scene. Vertical retaining walls alongside the track, with another line crossing on the upper level.

Very likely the deck is solid I- or H-beams from side to side, rather than girders.
I do think it qualifies as looking like a (bad) model.
