If you want to build a correct one, as Robbman said, the frame would be it.

It's on my plate to do a Camelback foobie though with just a different cab and perhaps some other minor differences like the fuel tank.  But I haven't gotten around to doing anything with it yet.  I've got the parts to do it I'm sure, I own several of most every cab (and most other spare parts) Atlas makes, I just kind of petered out on MRR as I often do temporarily.

That was kind of my idea as well...  I think I'll wait until the bodyshell is out to try fitting things to see how they could work.

I may design one for M4D to do as a run for me... but it wouldn't be cheap.

I'd buy 2 shells if you can get it done, provided they were reasonable, maybe something in the range of $50/ea

Given that it would be a bodyshell, sill and cab... I doubt $50 would cover it...

I know you know the Model RR business well, so this may be a dumb suggestion. But I wonder if there is a market for a $200-250 finished model like this. People pay this kind of $$ for Fleischmann locos and some Minitrix models all the time. There is no way Atlas is going to do it. And frankly I'd rather have something based on a known mechanism than the Overland stuff - and besides they would charge $700 for such a model.

My point is - is there a market for a RTR, semi-custom model like this?

I doubt there is a mass-market... a market yes... but wether that market is enough to viably do it is a question that no one can definatively answer.

Even in HO scale, Kaslo still hasn't gotten enough reservations to do one, and it's been waffled around for some 4 years now...

I think it's more of one of those "find someone who'll pay $500 for one, then a couple more at $200, and it's almost worth it" situations.

What we really need is some model railroad NEA money. Hmm...

Wait a minute, I assume these massive steamers from Athearn, etc. all cost over $200...

I know nothing of the economics here - but if there was a run of say 1000 C39-8's - 2 roadnames and two numbers each (250 pieces), for $199, wouldn't they sell out?

I've gotten the impression lately that a lot of runs of locos are in the 100's per road, not 1000's. I could be wrong.
