My guess is the walkways are painted blue at the factory, then overcoated with a black non-skid material, either a rubber matt or some sort of painted on stuff.  As it would wear off, the blue would show through.  So it's probably a matter of the level of weathering.

Lee - no doubt you're right about some units, but on others there was factory black and or blue paint. There was also a cutover point - somewhere around 1988-9 or so.  One of the many oddities of Conrail paint jobs.

The real problem is that so few pictures are taken DOWNWARDS...

We have a winnah. Standard practice, if there was such a thing on Conrail, was new units from EMD or GE would have blue walkways, but Juniata would typically apply the black non-skid coating when the unit was shopped for whatever reason.

I don't think so... There are photos (in CR the Final Years) of units DAYS OLD with black walkways. It's related to the date (post 1988/89) and of course complicated since the shops may have added it at certain times to repaints.

But it's not consistent - even white frame stripe units have blue walkways and some have black.

You'll see what I did there, shaved off (poorly) the shock absorber from the middle axle, cut off the "horns" at the end, and filled in some holes.

It's not absolutely accurate, but when painted black, gets the job done to my standards.
