or abandon the warehouse spur. Add a second track for the cement spur allowing more cars to be spotted and make it a more important industry. Generally I find that in the real world cement plants make poor neighbors so you will see trees/weeds near the property line to absorb noise/dust and actually improve the view. Your space would really cramp in a cement plant siince they all seem to have a large vacant space footprint. Maybe turning the plant 180* will help you use the space better? Since we all try to put the operations/photogenic side forward it sometimes helps to put the 'bad' side out since tht is how real life usually works, for me at least. Of course you could make a career of detailing that cement plant with igns of life including loading machinery, trash, rock piles, employee vehicles,and the like, unless you happen to be modeling Sunday when everything but the railroad is idle, then its a sea of parked nine yard trucks. I suppose what I'm saying is that the cement plant deserves more room to get the feel of an industy needing rail service...
