Retaining wall

In an area where I have a branch line running along the back of the layout at a height of 3" [say 40 scale feet]. The fill comes out quite a ways, into space I need to use for an industrial siding. My solution was to build a random stone retaining wall for about 12" so the siding can fit behind a row of structures [facing a road on their other side]. My question is whether a railroad would build a retaining wall this high to support track, or would they find another way to solve a limited space problem?
