Isn't that were the dynamic brakes would be. I have no idea.

The box is DB , the UP used the exact same type on their TR-5 Cow & Calf sets . The original shots look like multi air filters to me . Being in the desert , maybe protection for the cylinder sleeve's being warn away by grit .

Here is a bash I did back in '98 I guess .

That's one weird looking dynamic brake on the UP unit.  The LV and SP had dynamic brake SW-8's which were alot smaller.  Here's an ex SP unit:
