The business model at work here seems to demand "sound" -- I suspect there is either a business issue at work here (they can't afford to start actual tooling yet) or they haven't figured out the engineering for the sound units.

Let me guess. The H2a hoppers are really delayed because they're going to come with factory sound. Each car will have synchronized clickety-clack, randomized wheel squeals on sharp curves, and a user-triggered dumping noise...
