Will they reflect like the real thing?  The new Evans car from Atlas will have them, and I think one of their newer Tanks will have them too:

The stripes on other recent models don't, and I don't think the Microscale decals stripes do either, although I have yet to be able to find them in my shop.

You are correct, the Microscale stripes don't reflect.
Given the large size of the reflective particles in these stripes (they are visible to the naked eye) I don't know if it would be possible to reproduce the effect in N scale.

It sure would be cool to be able to do this :

I have even went as far as obtaining a real Scotchlite strip to try and cut down to size, but the material is way too thick and looks like a small box on the side of a car instead of a stripe.

Perhaps flourescent paint and a black light, strictly for photography purposes.

That would probably work quite well. The following online vendor has loads of different useful paint options, including fluorescent paints that are invisible when applied:

The trick would be to apply the flourescent, then mask it over with some 1 pt. line tape to ensure straight lines, then shoot on your finish color.
