https://www.trafficsign.com I use LibreOffice Draw (as I am slowly moving away from anything Microsoft) -- It is a vector based drawing program that makes it easy to scale the images down ..
1) Open Draw - create a new image
2) Go to the website, or find an image online that you want to use, make a copy and paste it into the Draw program - Using the sizing command (F4) change the image size on the width & length to whatever size you need .. the nice thing about this site I used is they also specify the sizes . for example the RR X sign is 48"x48" ... using a scale calculator such as Ginifab

3) You can print directly from the Draw program, or convert to PDF which I did for posting to the forum ..
