Not for preorder, of course, but BLI shows $329.99 for an AB pair with sound and DCC in the A unit (dummy B), and $249.99 for a lone A or B unit with Sound and DCC.

Stealth units are $239.99 for an AB pair, $159.99 for a powered A or B.   Don't seem to be any lone dummy B units.

That's correct.  I just saw a BLI ad for these somewhere (and now I can't find it again) where they mentioned that these loco will be sold packaged either as a pair (powered A and dummy B) and single loco (powered A unit).
These will be available with either Paragon 4 DCC or Stealth (DC/DCC ready with Next18 connector).   Um, I think the ad was in the latest NSE magazine (I received it yesterday).

If you buy the stealth A-B set, you are paying eighty dollars for a dummy B.  When was there ever a dummy unit worth eighty dollars?.  I will pay  the extra money and buy a separate A and separate powered B.

The blue in the photographs of the B&Os looks too light.   It is not quite as light as the so-called "Powdeer blue" of the RRs or early C-C B&O power or passenger cars but it does look like the blue on the old MiniTRIX B&O F-units.  I will have to see this one before I buy it.

It is good to see that the Penns come with antennae.
