I caught this in a youtube video the other day, and apparently they were shipped from the factory like this in 2015..
anyone know what the reason was?

The photos I can find of the Saudi and UAE SD70acs units don't have that feature.

The Saudi, UAE and Mauritania SD70ACS units have sand filtration systems not simple 'dust covers'.
