No guarantees as to fit, but the Bachmann 0-6-0/ Prairie mechanism is a good one and has pickup through the drivers as well as the tender trucks.
I don’t know which N scale 0-6-0 mechanism has the smallest diameter wheels but that is the one we want. The Bachmann 0-6-0 looks like the wheels may be too large, but I have not measured. Of course, tender pickup is not applicable to the fire less cooker. We may be in @mmagliaro territory here, i.e. a scratch-built mechanism.
Fleischmann and other European manufacturers like Roco and Minitrix have produced small 0-6-0T locos. Those have small diameter drivers. They are probably all out of production. I don't have any specific dimensions handy - sorry.
I rust remembered that Liliput made a model of a Fireless steam loco. It has very small drivers.https://www.dm-toys.de/en/product-details/Liliput_L161003.html
Reading the web page description (which looks to be awkwardly translated from German, maybe by machine), this seems like a interesting little model critter. Somehow it has a flywheel and a Next18 DCC socket. Wonder if there is actually room for a decoder? Also, apparently they built 200+ copies of this little beast in the 1980s!
Turns out you can buy it WITH DCC for another 40 Euro.
