That's a Concor  U50.  Kato made it for Concor.

Yes, it's Kato. The U50 and other Kato locos were packaged as Kato products with no mention of Con-Cor in a few circumstances, especially outside of the US market. More here: http://www.spookshow.net/loco/ccu50.html
