N J International lights wiring question

I just bought NJI 7298 lights from Model Train Stuff.  As I hope you can see from the enclosed photo, there are three wires, two of them black with yellow coverings and one brown wire.  All the wires have resistors on them.  I’m not sure how to connect them. Can you help?
