Steam generator car was my first thought, too. But then it dawned on me why would there be forward-facing windows on a steam generator?
I'm with George - rotary. Windows, hole in the right place for the impeller shaft and - especially - the escape hatch above the cab area. Dead giveaway.

For this project, I'm doing basically what Conrail did: cover the wood sheathing. In my case I'm using .005" styrene. Years ago, I made a previous attempt at this, but was unhappy with the results. For the first one, I used a lot of Milliput and plastic weld. This ended up deforming the sides. For this model I am using only CA and sheet styrene, which seems to be holding up a lot better.
Next up is access panels made from sheet brass, then primer and Archer decals.

That plow is coming up on 130 years old. Insane, especially considering it was still in use by Conrail when it was 105 years old!
