Thanks for the replies guys.

Rick, your are correct, it should be 4cpr and I am only getting 1cpr. My CV57 is set ate 16, that's the way it downloaded and CV58 is 21 as loaded. I will tinker with those this evening and perhaps I can get the 4cpr. Otherwise, I think it is much better than the "Heavy Steam" file.

Here are the chuff setting instructions from ESU:
1. Put the engine onto the track and drive it with speed step 1, while the sound is on.
2. Using the stop-watch, measure the time in seconds it takes the driver to complete one turn at this speed.
3. Divide the time by 0.128 (assuming you are using a 2 cylinder or 4-cylinder locomotive)
4. Enter a rounded value without decimal point in CV 57.
5. Observe the locomotive and check if now 4 steam chuffs will be reproduced per revolution. If needed, adjust the value of CV 57 gradually by increasing or decreasing the value one by one.
6. If you are satisfied, increase the speed of your locomotive to speed step 4 (of 28).
7. Try to observe, if still four steam chuffs per revolution can be heard. If you find that there are too many steam chuffs, increase the value of CV 58 (defaults to 43). If they are too slow, decrease the value of CV 58.

I have found that after setting the BEMF parameters using the CV54=0 / F1 method, it then takes about 10.5-11 seconds per revolution on most of my Kato steam (roughly 1smph).  So setting CV57=80 tends to be a good place to start.

Similar here: for my Berks, CV57 tends to be around 75 and CV56 around 20.  I use 128 speed steps, so for CV58 I set my Digitrax 402D throttle setting to 15 to do the adjustment.

I've never had a locomotive that I couldn't sync nearly perfectly with CVs 57 and 58.  Everything from a Walthers 0-8-0 to an Athearn Big Boy (harder to do because of the articulated sound, but you can actually turn off the articulation by removing Sound Slot 2 from F8, then add it back after you have the chuffs synced) with  Bachmann Consolidations, Kato Mikes, MRC/Model Power Mikes, LifeLike and Bachmann Berks, Walthers/LifeLike 2-8-8-2's and a lone brass Hallmark Berk in the mix.  So I'd be shocked if it wasn't possible to get near-perfect sync with the FEF - although I haven't tried it with the new sound file.

Rick - thanks for the reply. I had read all that as well as what I could find for the Programmer. I still had problems, however I think I was ***** footin around with the numbers. This evening I used the CV54 auto set and then went to work with the cv 57. I ended up with a setting of 95 in 57 and 20 in 58. It tests OK on my rollers but I will test it on club layout on Wednesday.
