End reporting marks and flatcars

I've long thought that all cars were required to have end reporting marks.  Recently I saw builders photos of early Trailer Train 85 ft flats that DIDN'T have the end marks.  Many other flatcar photos didn't seem to have them, but the end sills were so dirty it was hard to tell.

Were flatcars in the 1960s and 70s required to have them?

Were TOFC cars in the 1960s exempt, or was this an oversight by the builder?

OK, it seems that they were optional on flatcars.  One of the goals of my custom decals was to provide end reporting marks for all of my cars that don't have them.  Looks like I can save some work on the flatcars.

I know some roads DID use them, but without end photos of a particular class, I may just leave them off.
