It seems there were a few of these.   I can't seem to read a build date or any other data off the car.

No specifics about the tank car but, ERCO Chemicals, or more properly The Electric Reduction Company of Canada, Ltd. was a Canadian chemical company that Produced Phosphate and Phosphoric acid, as well as other Paper making and Fertilizer related chemicals.

First image looks like it has a chemical name stenciled on the right. Couldn't read it on the image though.

If I read the stencil correctly on the first image, it looks like it carries sodium chlorate, which is apparently used as a paper bleach:
