This sounds like a made to order introductory project for someone interested in exploring resin casting.
Make up a couple of tie stacks from strip wood. Seal the stacks with a sealant so the mold rubber won't stick to the wood (I use diluted white glue), make rubber molds, cast, and paint. Within a a few days you'll have enough tie stacks for you and all your friends.
I made some stacks of 'used ties' by distressing the individual ties and impressing tie plate marks and spike holes into the ties on the tops of the stacks.
