thinking about it some more, my guess is the "hour per year" metric may not be for maintenance so much as repairs + maintenance.  And it is most likely a hold over from the age of delicate hand built turnouts cleaned with BrightBoys!

Some Mnemonics:

Stock rails - Think of them like soup stock from which other stuff (shorter rails) are made.

Closure rails - They "close in" on the frog (actually wing rails). OK, there's another one to remember. Wing rails kinda look like wings.

Point rails - They are pointy.

Frog rails - They come right off the frog point.
