If it's a scale test car, then it's not in interchange/revenue service and thus the 40 year rule would not apply. It is quite a find, especially in BNSF colors.

It may prove to be a PS4000 but certainly not in revenue service based on the stenciling.

I'd say no... at least not the version Craig is doing.

I'd say you are correct Ryan. A low-hip 4427 with a trough hatch. I don't thing the 4000's were outfitted or modified with the trough hatches.

Yep, I know it's non-revenue, that's why I was searching there to find goodies like this...

Couldn't tell what the hatches were from that angle, anyway thanks for the ID...

There are/were PS-4000s with trough hatches... as for  PS-4000s running in 2009... there were several on BNSF and CSX as of early this year.  An AAR inspection can extend the life of a car for interchange.

Robbman, is it 50 years with the inspection? Also, were they updated with trough hatches or was it original equipment?

Yes... it's a 10-year extension.  They were built with trough hatches, it was an option from P-S.
