Steam Locomotive question

So here's a question for those of you who know better than me (all of you, probably) what's available in N scale steam...

What would be the best basis model to use to model an NYC/MC/CASO F-82 class 2-6-0 like the one on this picture: http://www.canadasouthern.com/caso/images/nyc-880-1.jpg ?

Not to be a smart a$$, but the loco in the picture is a 4-6-0. regradless. I would start with a model power 2-6-0

Another suggestion I would have is to take the Kato JNR 2-6-0 and "Americanize" it, or should I say "Canadianize" it by first, removing the front pilot, which will give you room to put in a 4 wheel front truck, or you can leave it 2 wheels if you want a Mogul. 

Then purchase a front pilot assembly from Microtrains and it is long enough to stick out front to accommodate your new front wheels. 

The boiler looks right on, and you may have to fabricate a tender from either Model Power or from another one of Kato's steam models.

If money were not an issue
I'd use the Kato chassis under the MP shell
and I think for a tender....
I'd put the MP top onto the b-mann small usra tender.

you will have to make a drawbar and I think the MT 1043 pilot conversion is still available.

IF I want a reasonable stand in,
I'd use the MP mogul.

I'll get on the hunt for that Kato locomotive; that's an avenue I'll also further explore, Japanese prototypes... I used to be in J-prototype N scale, and the prices, even including shipping, when ordering from Japan were *very* good - a lot more affordable than North American or European proto models. I'll be looking at other Kato, Tomix and Micro Ace products to see if I can't use any for the Pere Marquette and CN steamers I'll eventually be needing.
