Nato - they also have the Fleischmann "Profi" couplers, which look almost as bad. A lot of Europeans use MTL couplers nowadays though.
One point, this thing - in the USA - would not have couplers - because if it did, it would need a locomotive engineer and a conductor. Equipment without couplers can be driven by a MOW employee. Sometimes they have an engineer pilot on board.
Take a look at the railgrinding trains - they may be 10-12 cars long, with a locomotive, but no couplers - and to the RR it's a "track car".
