It is just a generator for the electric motors in the trucks. We use the same wire at work. It is called DLO for Diesel Locomotive cable. It has a liner inside so it is easier to bend.

I wouldn’t cut up a Bachmann chassis. The Kato 11-105/6/7 chassis would be an excellent starting point for this with one truck powered and the other attached from below the chassis would make the empty end. A 6x10 or 6x12mm motor would work nicely. Those are low voltage so a Zimo MN250 decoder would be needed. The stock motor might work too. Fit the stock worm directly onto the motor shaft eliminating the swivel coupling and move the motor closerto the gear tower. Keep the retaining cover to hold the truck in the chassis but now the truck swivels under the worm. Make resin copies of Bachmann truck side frames and overlay the Kato trucks after sanding them smooth. Carefully chopping out one hood of a Bachmann shell then filling between the walkways with styrene will make a floor to cover the chassis.
This would be a very doable build.
