F'ed up the morning commute for a lot of people as the train was blocking all the crossings along the waterfront.

I saw it on one of  the Seattle TV station websites.  Apparently it was in an "electrical compartment in the top of the locomotive", according to the reporter, who may, or may not, know anything about locomotives. 

What is up there?  The dynamic brake grids?  Inverters?  Or nothing electrical at all?

Brake grid failure. There really isn't anything combustible up there. If there were an experienced railroader in control there he would have had the crew isolate the dynamics and get the train out of the way. Once all the metal cools off the fire will subside.

Dynamic brakes can be used on flat ground, as long as the train is moving fast enough for them to be effective.  They're not just for long grades!

One still needs air brakes to stop, as the dynamics aren't effective below a certain speed.  Not enough current from the motors to do any good.  The minimum speed depends on gearing and DB design.
