Even the BLI T1 can handle 9.75" radius. There's no reason for a caboose to need 50% more turning radius.

You're right, there's no reason.  It's an error on the announcement PDF.  The listings on the website do not state a minimum radius.

15" is the smallest radius you'll find in HO Atlas sectional track.
