It's not a welder. It's an air compressor to help build up air pressure for the locomotive--note the compressor hose is connected to the air line on the pilot.

Did anybody else notice that the pilot of that locomotive is damaged?  Perhaps the first attempt at jury-rigging the air compressor ended up with the compressor under the locomotive.

Does the Conrail Geep even operate?  I can't see a fuel tank unless it's very narrow.
It looks like this is just to supplement braking perhaps. 
I notice they welded some small angle beneath the horizontal supports so this looks to be a pretty "permanent" set-up.

Under magnification it looks to be connected to the reservoir balance line on the m.u. hose cluster. That would make sense. Obviously with no way to couple this isn't going anywhere off the granary property.

Yes, no fuel tank. My conclusion is a braking sled for shoving larger cuts around without waiting to pump them up.
