Not unusual.
It might take a day or two to get an email response.
His hours are listed as 10:30AM to 5:00PM and I've had better success reaching him either just after he opens or just before he closes. In my experience, you do have to keep redialing until you get through.
If you can send a fax, maybe try to contact him that way.

In another direction here, but be sure to watch the website on a regular basis.  I'm sure as he starts winding down and going thru inventory moving things around, I'm certain they are to find stuff they thought they were sold out of, limited number items they list on their website as Captain Blaster's Find of the Day.  They seem to be showing up more frequently then in the past, with Atlas GP7/9's , MicroTrains graffiti cars and an N Scale Enthusiast UP TOFC heritage set being listed in last couple weeks.

hehe  I had the same thought!  My Olympian Hiawatha included a bonus complimentary classic magazine.  It is a Rail Model Journal from 1991, addressed to Pete and in mint condition.  No big deal, but a nice gesture.  I'll browse through it.

I called on Wednesday about an issue with an order and Pete himself answered the phone. He's probably not fully retired until summer 2018 he said, but the day is coming.

I snagged one of the discovered UP Heritage Trailer sets when he posted the "Find."

Cool.
