A skate. We were tying them down for the day. It prevents the cars from rolling down hill in the event someone tampers with the car and bleeds the air off.

Interesting, it actually lifts the wheel off the rail.  If you ever get the chance to take a close-up picture, I'd like to see what the skate looks like.  Thanks for responding.
