Looks like a string-line on a model railroad.

Lights still on.

Does a prime mover just stay running in a situation like this?  Would any safeguards on the locomotive shut it down?  Like if the locomotive is no longer relatively level?

I kinda laughed when the CNN broadcaster asked about the sheen on the surface of the water, asking what the train was carrying and the UP spokesperson saying they weren't concerned at this time.  It's obvious the locomotives are leaking diesel fuel and it is covering a wide area.

Probably battery power or even a short in the electrical system.  About fifteen years ago, we had a flood at the store where I used to work, and a brand new Jeep Cherokee parked in front got inundated.  When it was submerged, all of the lights came on, which was kind of eerie, since even the headlights were underwater.

I work on older locomotives, so I don't know the answer. Do these newer locomotives have a knifeswitch? The engineer and conductor were probably like "f this", and got the heck out of it.

That UP train is pretty dramatic, but this photo has model railroad string-line written all over it.

Yeah Head of Bay is actually somewhat known for that sort of thing. It still amazes me every time I see a container train with 89 footers get around it.

Does this mean us CSX fans can give some payback for all the derail jokes we've had to listen too? :D

This wasn't due to poor maintenance as on the CSX, in most cases.
