Problem ? with whistle button on Power Cab

From everything I have read , the whistle button ( V 1.65 Power Cab ) should only blow when it is depressed . But I can only get a set length long blow no matter how briefly I touch the button . Of course it will blow for longer if I hold it down . So far I only have 1 sound equipped loco, Bachmann 2-8-4 . Or is this just the way their "sound value" decoders work ?
Pressing the F1 button blows whistle untill it is pressed again , and pressing F3 gets a standard short (very) blow . both work as their supposed to .
I tried adjusting the whistle stop packets ( in cab parameters ) from 2 to the max of 16 with no difference . Any ideas ??????

Sound Value decoder . Its a striped down Soundtraxx decoder .
