Simple and quick question: would that passenger set be too new to be pulled by the S-1?

Simple and quick answer: Yep.

Depending on your modeled local (read east of Pittsburgh), the S1 may have never pulled the Broadway Limited.

The Kato Broadway is the post-1948 version and the S1 was scrapped in 1949.  By 1948 the top PRR trains were dieselized, so the chances are slim to none.
