Check out this interesting rail crossing

Check out this interesting rail crossing. I figured it out as the lower line is way busy and the crossing line has little traffic. The lower line will not have to deal with the speed and maintenance issues of a standard crossing.

Location is Emporia VA. Low line is CSX. High one is NS.

Must be a horrific racket when CSX trains cross.  Any signs for a speed restriction?
