Interesting. From what I can gather it is supposed to be a structure commemorating the freeing of Jews and Slavs from Nazi concentration camps, after which Wroclaw, Poland saw people returning to the city by the trainload - literally. It's called "The Train to Heaven" for those who wish to look it up.
