Strange truck

Anyone know what kind of truck this is? It appears to have tensioning bars below the roller bearings. its almost as if the truck was once a friction bearing design and the journal areas were completely rebuilt. Any ideas?

It's in regular service as we can see the rub marks from hump retarders . That bar below the rollers is doing nothing other than not allowing the wheels to fall out should the truck be hoisted .

Fairly unique to ACL/SBD equipment, & you still see them quite often under former
SBD now CSX rolling stock.
