Identifying a diesel's maker

I bought an F3 A/B unit at a train show today.  They run great, but I can't find any identification of the maker.  They were used, in a Spectrum box that was clearly not original.  The decoders have a model number and 09 NOV 02 but no ID either.  They are Rock Island but have no unit number.  Any suggestions for identifying the maker?

I was able to identify them from a picture on the Wig-Wag site.  They are Intermountain F7's, not F3's.
