I always use bolster to bolster as wheelbase, or more succintly, pivot point to pivot point. Not all trucks are symetric, few six axles actually have the center axle directly under the bolster or pivot point, and then you have the railfan monikered 'AAR-B', which depending on traction motor, could have a 9' 4", 9' 6" or 9' 10" axle spacing (or even 8' 10" for the version used under some Canadian ALCos)...
Even on bolsterles trucks (radial or otherwise), the distance between pivot points is always called out...
